Removed the word "state" from the State Board of School Education
The Jammu and Kashmir administration has ordered the deletion of the word "state" in the name of the Jammu and Kashmir State Board of School Education Act, 1975. The move comes more than a year after the Government of India passed Article 370 of the Constitution of India. Was abolished and Jammu and Kashmir was turned into a Central Region. According to the order issued by the Deputy Secretary Administration of the JK Board of School Education, the "State" was removed from the JK Board of School Education Act. The decision has been taken in pursuance of SO 3465 (E) dated October 15, 2020, issued by the Ministry of Home Affairs (Department of Jammu and Kashmir and Ladakh Affairs). The order said, "All officers, sub-offices and branch heads of the Jammu and Kashmir Board of School Education have been directed to provide information and compliance. Therefore, all their official communications and correspondence have been directed to the Jammu and Kashmir State Board of School Education." Instead of school education, it will be titled Jammu and Kashmir Board of School Education, and the word "state" will be deleted from it. " In case of non-compliance, strict action will be taken against the defaulters. In Jammu and Kashmir, the Deputy Secretary and Assistant Secretary have been entrusted with the responsibility of providing information to the heads of all departments, sub-offices and branches. The word "state" will be formally removed from books as well as other books published and proposed by the board. An official said amendments to the JK Bose Act had already been made by the government in October or November, but Yet the state word appeared in textbooks, and offices did not change the seals where months ago, despite amendments to the Act. Existence also used the word state. Therefore, we have decided to issue an order to bring these changes in line. He said that the word "state" will be seen in the textbooks already printed by the board but it will be printed for the new academic session. Will not be used in textbooks. "We have to act in accordance with government guidelines and amendments to the JK Bose Act," officials said.
سٹیٹ بورڈ آف سکول ایجوکیشن سے ’’سٹیٹ‘‘ کا لفظ ہذف
جموں و کشمیر انتظامیہ نے جموں وکشمیر اسٹیٹ بورڈ آف اسکول ایجوکیشن قانون مجریہ1975 کے نام سے لفظ ’’ریاست‘‘ حذف کرنے کا حکم دیا ہے۔یہ اقدام ایک سال سے بھی زیادہ عرصہ بعد سامنے آیا ہے جب حکومت ہند نے آئین ہند کی دفعہ370 کو منسوخ کیا تھا اور جموں و کشمیر کو ایک مرکزی خطہ میں تبدیل کردیا تھا۔جے کے بورڈ آف اسکول ایجوکیشن کے ڈپٹی سیکرٹری ایڈمنسٹریشن کی جانب سے جاری حکم کے مطابق ، جے کے بورڈ آف اسکول ایجوکیشن ایکٹ سے’’سٹیٹ‘‘ کو حذف کرنے کا فیصلہ وزارت داخلہ (محکمہ جموں ، کشمیر اور لداخ امور) کے ذریعہ جاری کئے گئے ایس او کی3465 (E) محررہ15اکتوبر2020 ، کی پیروی میں لیا گیا ہے۔ حکم نامہ میں کہا گیا’’جموں و کشمیر بورڈ آف اسکول ایجوکیشن کے تمام افسران ، سب آفسوں اور برانچ ہیڈوں کو معلومات اور اس کی تعمیل کا حکم دیا گیا ہے لہذا ان کے تمام سرکاری مواصلات اور خط و کتابت جموں و کشمیر سٹیٹ بورڈ آف اسکول ایجوکیشن کے بجائے جموں کشمیر بورڈ آف اسکول ایجوکیشن عنوان سے کی جائے گی،اور لفظ’’ ریاست‘‘ کا نام اس سے حذف ہوگا‘‘۔حکم نامے میں مزید کہا گیا ہے کہ اس ضمن میں کسی بھی قسم کی خلاف ورزی یا عدم تعمیل کی صورت میں نادہندگان کے خلاف سخت کارروائی کی جائے گی۔جموں اور کشمیر صوبوں میںڈپٹی سکریٹری اور اسسٹنٹ سکریٹری کو یہ ذمہ داری سونپی گئی ہے کہ وہ تمام شعبہ جات، ذیلی دفتروں اور شاخوں کے سربرہاںکو معلومات فراہم کریں۔اس کے علاوہ درسی کتب کے ساتھ ہی بورڈ کے ذریعہ شائع اور تجویز کردہ دیگر کتابوں سے’’ریاست‘‘کے لفظ کو باضابطہ طور پر حذف کردیا جائے گا۔ایک افسرنے کہا ، جے کے بوس ایکٹ میں ترامیم اکتوبر یا نومبر میں حکومت نے پہلے ہی بنائی تھیںلیکن پھر بھی یہ ریاستی لفظ درسی کتب میں نظر آتا تھا اور دفاتر نے مہروں کو تبدیل نہیں کیا تھا جہاں مہینوں پہلے ایکٹ میں کی گئی ترامیم کے باوجود بھی ریاستی لفظ استعمال کیا جاتا تھا۔ لہذا ہم نے ان تبدیلیوں کو لائن میں لانے کا حکم جاری کرنے کا فیصلہ کیا۔انہوں نے کہا کہ’’ریاست‘‘لفظ بورڈ کے ذریعہ پہلے ہی چھپی ہوئی نصابی کتب میں دیکھا جائے گا لیکن وہ نئے تعلیمی سیشن کے لئے چھپی ہوئی نئی درسی کتابوں میں استعمال نہیں ہوں گے۔ حکام نے کہا’’ہمیں حکومتی ہدایات اور جے کے بوس ایکٹ میں کی جانے والی ترامیم کے مطابق کام کرنا ہے۔‘‘
